Abstract

Sovereignty appears qualitative characteristic of the state is traditionally defined as the state’s ability to carry out independent, independence and integrity of domestic and foreign policy. However, the present casts doubt on the core meaning of the concept. So the variety of global and regional processes, makes it necessary to review the concept of sovereignty. The author believes that the transformation of the modern institutions of government takes place under the influence of globalization and unification of space, causing a change status of traditional political actors as sovereign states. To reduce the effect of unpredictability in the development of future scenario of power relations allows the theoretical and methodological analysis of the sovereign attributes and socio-cultural preconditions for the transformation of sovereignty. The study areas are conceptually modeled as legal reinterpretation sovereign qualities, and the practical consequences thereof.
